Telephone Off hook tone through out Tennessee

Seems like most of Tennessee had this off hook tone. Because I saw a lot of ATT/Philps Tel 5ESS-PBX Host switches through Out Tennessee. with some Telephone Exchanges and more Tennessee Telephone Company Inc. offices. I still wanna know what kind of off hook tone this was and what the technical name for this off hook tone is. Please let me know. Thank you.
